1: Transformation of powers to effective management
School Management Council (SMC):
- Limited to repair and maintenance of existing buildings and boundary walls only. [4]
School Education Department Unit (SMU):
- Will take full responsibility for all new development projects. [5]
“Classroom construction” excluded from the powers of SMC. [6]
2: Financial limits and guidelines
Limit of expenditure on repairs:
- Up to a maximum of Rs. 1.5 million per annum. [7]
Utilization of funds:
- SMC grants will be used only for repairs as per the policy [8]
Regulations:
- All expenditure shall be in accordance with financial rules, audit requirements and PPRA rules. [9]
3: Enhancement of audit and transparency
Auditor General of Pakistan:
- All SMC accounts shall be audited. [9]
Internal Audit Committee (IAC):
- Each SMC shall constitute its own internal audit committee.
Multi-level audit mechanism:
- Training system for financial transparency at school, district and tehsil levels. [13]
4: Background and Scope
Date and Notification:
- Notification No. issued on 26 February 2026:
SO(ACAD-I)3-1/2024 [11]
Objective:
- To strengthen community involvement, improve quality monitoring and ensure effective use of funds. [12]
Scope:
- Applicable to all public sector schools under Punjab School Education.

1: اختیارات کا مؤثر انتظام میں تبدیلی
سکول مینجمنٹ کونسل (SMC):
- صرف موجودہ عمارتوں اور چار دیواری کی مرمت اور دیکھ بھال تک محدود۔ [4]
سکول ایجوکیشن ڈیپارٹمنٹ یونٹ (SMU):
- تمام نئے ترقیاتی منصوبوں کی مکمل ذمہ داری سنبھالے گا۔ [5]
“کلاس روم کی تعمیر” SMC کے اختیارات سے خارج۔ [6]
2: مالی حدود اور رہنما خطوط
مرمت پر خرچ کی حد:
- سالانہ زیادہ سے زیادہ 15 لاکھ روپے (1.5 million) تک۔ [7]
فنڈز کا استعمال:
- SMC گرانٹس صرف مرمت کے لیے پالیسی کے مطابق استعمال ہوں گی۔ [8]
ضابطہ پابندی:
- تمام اخراجات مالیاتی قواعد، آڈٹ تقاضوں اور PPRA قوانین کے مطابق ہوں گے۔ [9]
3: آڈٹ اور شفافیت میں اضافہ
آڈیٹر جنرل آف پاکستان:
- تمام SMC اکاؤنٹس کا آڈٹ کریں گے۔ [9]
اندرونی آڈٹ کمیٹی (IAC):
- ہر SMC اپنی داخلی آڈٹ کمیٹی تشکیل دے گی۔
ملٹی لیول آڈٹ میکانزم:
- سکول، ضلع اور تحصیل کی سطح پر مالی شفافیت کے لیے تربیتی نظام۔ [13]

تاریخ اور نوٹیفکیشن:
- 26 فروری 2026 کو جاری کردہ نوٹیفکیشن نمبر:

مقصد:
- کمیونٹی شمولیت کو مضبوط، معیاری نگرانی بہتر بنانا اور فنڈز کا مؤثر استعمال یقینی بنانا۔ [12]
دائرہ کار:
- پنجاب سکول ایجوکیشن کے تحت تمام پبلک سیکٹر سکولوں پر لاگو۔
