Hardship Transfer grievances

Assalamu Alaikum Dear Teachers,
This message is for all the teachers who had applied for Hardship Transfer. This explanatory message is being issued for your guidance, so that you can fully and clearly understand the statuses and comments shown on your screen, why they are appearing and what is the reason behind them.
1️⃣ Selection and Recommendation Criteria
The system has made recommendations only in those schools where there was shortage as per the relevant cadre (PST / EST / SST) and there was a real need for a teacher.
In schools where there was no need for a teacher (Shortage = Zero), the system could not make recommendations, that is why the recommendations are not visible there.
2️⃣ Wedlock Category
If a female teacher has applied in the wedlock category, then her husband must be a government servant.
If a male teacher has applied in the married category, then his wife must be a government servant.
In case these conditions are not met, the system will not accept the application and rejection will be displayed in the status.
3️⃣ Upon Marriage (Female) Category
In the Upon Marriage category, only Out of Tehsil / Out of District applications of female teachers were entertained as per the policy.
The teachers who had applied Within Tehsil will have Rejected in their status, as it was against the policy.
4️⃣ Other Category
The teachers who have applied in the Other Category will have seen rejection because this category does not exist in the policy.
5️⃣ Schools with surplus staff
Some teachers may have been rejected because the school in which they have applied already has a staff surplus, hence the system did not display a new recommendation there.
6️⃣ Waiting / Mixed Status
Teachers who are getting Recommended status for one school and Waiting or any other status for another should wait until the next update.
7️⃣ Guidance regarding Grievance
If a teacher is sure that:
There was indeed a shortage,
There was no staff surplus,
And their merit was clearly established,
Then they can file a Grievance considering the Comments in their account, provided that the Grievance is genuine and reasonable.
This message is being given only so that you can clearly understand
Why the statuses and comments you are seeing are coming and what is the real reason behind them.

السلام علیکم محترم اساتذۂ کرام،
یہ پیغام ان تمام اساتذۂ کرام کے لیے ہے جنہوں نے ہارڈشپ ٹرانسفر کے لیے اپلائی کیا تھا۔ آپ کی رہنمائی کے لیے یہ وضاحتی پیغام جاری کیا جا رہا ہے، تاکہ آپ کو اپنی اسکرین پر شو ہونے والے اسٹیٹس اور کمنٹس کی مکمل اور واضح سمجھ آ سکے کہ وہ کیوں نظر آ رہے ہیں اور ان کے پیچھے کیا وجہ ہے۔
1️⃣ سلیکشن اور ریکمینڈیشن کا معیار
سسٹم نے صرف انہی اسکولوں میں ریکمینڈیشن الاؤ کی ہے جہاں متعلقہ کیڈر (PST / EST / SST) کے مطابق شارٹیج موجود تھی اور واقعی ٹیچر کی ضرورت تھی۔
جن اسکولوں میں ٹیچر کی ضرورت نہیں تھی (Shortage = Zero)، وہاں سسٹم کی طرف سے ریکمینڈیشن ممکن نہیں تھی، اسی وجہ سے وہاں ریکمینڈیشن نظر نہیں آ رہی۔
2️⃣ وِڈ لاک (Wedlock) کیٹگری
اگر فیمیل ٹیچر نے وِڈ لاک کیٹگری میں اپلائی کیا ہے تو ان کے شوہر کا گورنمنٹ سرونٹ ہونا لازمی تھا۔
اگر میل ٹیچر نے وِڈ لاک کیٹگری میں اپلائی کیا ہے تو ان کی اہلیہ (وائف) کا گورنمنٹ سرونٹ ہونا ضروری تھا۔
ان شرائط پر پورا نہ اترنے کی صورت میں سسٹم نے درخواست کو الاؤ نہیں کیا اور اسٹیٹس میں ریجیکشن ظاہر ہو رہی ہوگی۔
3️⃣ Upon Marriage (فیمیل) کیٹگری
فیمیل اساتذہ کی Upon Marriage کیٹگری میں صرف Out of Tehsil / Out of District درخواستیں ہی پالیسی کے مطابق انٹرٹین کی گئیں۔
جن اساتذہ نے Within Tehsil اپلائی کیا تھا، ان کے اسٹیٹس میں Rejected آ رہا ہوگا، کیونکہ یہ پالیسی کے خلاف تھا۔
4️⃣ Other Category
جن اساتذہ نے Other Category میں اپلائی کیا ہے، ان کو ریجیکشن اس لیے نظر آ رہی ہوگی کیونکہ یہ کیٹگری پالیسی میں موجود ہی نہیں۔
5️⃣ سرپلس اسٹاف والے اسکول
کچھ اساتذہ کو ریجیکشن اس وجہ سے آ رہی ہوگی کہ جس اسکول میں انہوں نے اپلائی کیا ہے وہاں پہلے سے اسٹاف سرپلس ہے، اس لیے سسٹم نے وہاں نئی ریکمینڈیشن الاؤ نہیں کی۔
6️⃣ Waiting / Mixed Status
جن اساتذہ کے ایک اسکول پر Recommended اور دوسرے پر Waiting یا کوئی اور اسٹیٹس آ رہا ہے، وہ اساتذہ اگلی اپڈیٹ تک انتظار کریں۔
7️⃣ Grievance کے حوالے سے رہنمائی
اگر کسی استاد کو یہ یقین ہو کہ:
وہاں واقعی شارٹیج موجود تھی،
اسٹاف سرپلس نہیں تھا،
اور ان کا میرٹ واضح طور پر بنتا تھا،
تو وہ اپنے اکاؤنٹ میں موجود Comments کو مدنظر رکھتے ہوئے Grievance دائر کر سکتے ہیں، بشرطیکہ گریوینس جینئن اور ریزنیبل ہو۔
یہ پیغام صرف اس لیے دیا جا رہا ہے تاکہ آپ کو یہ بات واضح طور پر سمجھ آ سکے کہ
جو اسٹیٹس اور کمنٹس آپ کو نظر آ رہے ہیں، وہ کیوں آ رہے ہیں اور ان کے پیچھے اصل وجہ کیا ہے۔
